On : 11.13.23.04.0 version, Process Receivables Payments
ACTUAL BEHAVIOR

Add Credit Card Page does not redirect to Cybersource from Customer Screen or Bill Management
From Receivables, when user tries to add credit card details either from Customer page or Bill Management, create Credit Card screen does not load.
EXPECTED BEHAVIOR
-----------------------
Expect to see Cybersource hosted page to enter credit card details
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into Bill Management
2. Select an invoice and click pay
3. In Credit card dropdown, select Add Card to add new card
4. No Cybersource hosted popup is displayed
