ACTUAL BEHAVIOR
---------------
Open enrollment is dropping beneficiaries.

Family and Emergency contacts > open a contact > Delete > contacting is end-dating instead of deleting the contact. The user is not aware that the contact will end date and not delete. This is creating issues with benefits.

When running Open LE - beneficiaries were being dropped off.

STEPS TO REPRODUCE
==================
HR admin > Person Management > search for the employee > Person > Contacts
tab > view history > can see the end date for the deleted contact by the
employee.

EXPECTED BEHAVIOR
=================
When a contact is deleted, the record should get deleted instead of end dating.
