Oracle Fusion Succession Management: 23B Redwood UI - Create Succession Plan Does Not Show Any Worker Results (Doc ID 2955070.1)

Symptoms

We have enabled the profile options
ORA_HCM_VBCS_PWA_ENABLED
ORA_HRM_SUCC_PLANS_REDWOOD_ENABLED

However we are unable to create a Succession plan as it does not show any worker results as shown in What's New Document.

Also add to succession plan is not working.
