Unable To Create Assets Using Add Asset API After Upgrade to 23.B (Doc ID 2955507.1)

Symptoms

When attempting to load new assets via API, the following error occurs.

Error message: The expense account xxxxx is invalid. Enter a valid expense account.

The issue can be reproduced at will with the following steps:
1. Attempt API with a well-defined payload and with valid and enabled expense account
