Symptoms

ACTUAL BEHAVIOR
---------------
Invoices are created by a Recurring Bill Plan after the end date.


EXPECTED BEHAVIOR
-----------------------
Expect Recurring Bill Plan to not create invoices after the Contract End Date


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Recurring Bill Plan
2. Update Contract End Date of bill plan
3. Observe invoice is created after Contract End Date


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, invoices are created and the Customer billed after the Bill Plan end date
