On : 11.13.23.04.0 version, Technology Management - Application Customization

ACTUAL BEHAVIOR
---------------
It has been observed that after the T2T for Dev instance was completed, there is an issue accessing the OTBI for Dev instance.
Browse Catalog from Reporting & Analytics Tab Redirecting to Wrong POD

EXPECTED BEHAVIOR
-----------------------
The Reports & Analytics URL should be of the same Instance after redirection to BI portal

STEPS
1) Login to fusion> Navigator > Tools >  Reporting & Analytics
2) Click Browse Catalog > It is redirecting to the Test POD instead of opening the OTBI Portal for Dev pod
  - This is unexpected behavior and needs to be fixed along with the reasons for what might have gone wrong after the refresh.
