Symptoms
A user that does not have sysop app role assigned in IDCS is unable to access the rib-user alias user on the Credential Admin screen. This contradicts the documentation (security guide) , the Next-Gen-Cloud-Update-Guide.pdf and the Release Readiness Guide/ Hotfix Release Notes for on prem RIB integration.
Steps to reproduce:
1. Assign the Admin role to a user with permission to access Credential Admin screen.
2. Assign all IDCS app roles required for an administrator excluding sysop_users per documentation.
3. Login to the web client and navigate to Credential Admin screen.
