ADF Deeplink Does Not Open in the Correct Context

Symptoms
ADF deeplink does not open in the correct context.
OHI Component: Policy Administration
OHI Version: 3.22.1.0.10
From an external system a deeplink to OHI is used to open the page with taskflow name 'PersonPolicies'.
The deeplink is constructed as follows:
<>//faces/UIShell?jhsTaskFlowName=PersonPolicies&jhsSubMenuName=PoliciesMenuModel&rowKeyValuePersons={{entityid}}
When opening the link, the PersonPolicies page is opened however with the incorrect person. The person and its details that are shown, is the person with the lowest person id on that environment.
As a workarround we are currently using a deeplink to the person profile. That is a different ADF page. This works correctly, however the customers wants to be redirected to the PersonPolicies page.
When clicking the deeplink, it is expected that the correct ADF page (with taskflow name: PersonPolicies) is opened in the correct context.
