Customer Order Reserved Bucket Is Gets Negative

Symptoms
In SIOCS customer order cancel allows the greater than the reserved stock. So because of this behavior, the customer order reserved bucket(QUANTITY_CUSTOMER_RESERVE) gets negative and isn't possible to undo this value.
Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1-Reserver 24 units of the item using the webservice POSTransaction, transaction_code->ORDER_NEW, ->customer order reserved bucket: 24
2-Dispatch 12 units of the item using the webservice POSTransaction, transaction_code->ORDER_FULFILL ->customer order reserved bucket: 12
3-Cancel 24 units of the item using the webservice POSTransaction, transaction_code->ORDER_CANCEL ->customer order reserved bucket: -12
