Symptoms
ERROR

Lot of revisions being created on PO's, but there aren't any actual changes to the orders i.e. no changes in items, quantities, dates, cost.. Most of the time this is for expenses being added from the XORDER web service.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Orders created
2. Orders retransmitted via EDI any time a revision is created, regardless if there are actual changes to the PO.
BUSINESS IMPACT
-----------------------
Issue is that there aren't any actionable changes for our suppliers on these change orders that are being resent via EDI. EDI provider need to stop these changes orders with no actual changes from being sent to the supplier. Due to the volume though, this is costing about $6000 per day.
