Issue When Creating A Partner Contact (Doc ID 2956997.1)

Symptoms

On : 11.13.23.01.0 version, Partner Management


While creating a partner contact and associating a ManagerPartyId we are getting an error "Resource can't be set as manager as it isn't a valid manager for the partner".
This issue we are facing on Prod is also replicable in Dev5.

ERROR

"Resource can't be set as manager as it isn't a valid manager for the partner"


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. create a partner contact
2. associate a ManagerPartyId
3. an error "Resource can't be set as manager as it isn't a valid manager for the partner" is received

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot complete the flow for creating a partner contact and associating a ManagerPartyId.
