Scheduler Service Dashboard Does Not Display Batches Executed Via External Service (Doc ID 2957050.1)

Symptoms

On FTPCS, the Scheduler Service Dashboard does not display batches executed via the external service.

When a batch is successfully executed via the external scheduler service API, the batch run is not viewable in the user interface under the Monitor Batch and Dashboard screens. In the Dashboard within the Batch Execution Summary bar chart , it shows that a new batch was executed, but does not allow search for that batch run.

The issue can be reproduced at will with the following steps:
1. Login to PBSMCS
2. Go to FTPCS and access Scheduler Service Dashboard. Note the number of batches in the Batch Execution Summary bar chart.
3. Execute a batch via the external scheduler service.

4. Refresh the scheduler service dashboard screen. Note that the numbers in the bar chart have increased by 1, but the new batch run id of BT-LOAD-CUSTOMER_MASTER_2023-05-17_1684784476895_1 is not showing in the results
