ACTUAL BEHAVIOR
---------------
When creating a shipment for an approved RTV Requested from RMFCS, if we cancel the shipment, then the RTV is getting cancelled automatically.
EXPECTED BEHAVIOR
-----------------------
RTV should remain to be able to create new shipments against it
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1 - Create an RTV Request in RMFCS and make sure SIOCS is configured to auto-approve externally created RTV Requests
2 - Once RTV Request is in SIOCS, create a new shipment for it.
3 - When on the RTV Shipment, Cancel the Shipment (or press back without any items)
4 - RTV gets automatically cancelled and cannot be changed. New shipments cannot be created after that
