Symptoms
When attempting to upload an attachment using webservice for a PO,
the following error occurs.

The issue can be reproduced at will with the following steps:
1. using below webservice for attachment over PO.
https://<POD>/fscmService/ErpObjectAttachmentService
2. With standard Payload
