Third Party Price Import Fails Without Error Details

Symptoms
When importing a third-party price file, the import fails and the error in job admin doesn't have any information.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. create 3rd party price file (attached file "worked")
2. upload
3. run 3rd party price file import job (success)
4. remove the retail price from one line in the previously loaded file
(attached file "failed")
5. upload
6. run the job again
7. error
