Symptoms

Customer Order cannot be Rejected - Invalid state

When Cancelling a Customer Order, the user is not able to reject it after all the items have been reverse picked.
You get the message "All items on the customer order have been picked and customer order cannot be rejected", however, all items were unpicked.

All items on the customer order have been picked and customer order cannot be rejected


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1 - Create a new Customer Order in SIOCS for Customer Pickup, using an external service call (FulfilOrdColDesc)
2 - Pick all the items on Customer Order - CO Status changes to Ready for Pickup
3 - Cancel the Customer Order using an external service call (FulfilOrdColRef)
4 - Notice that a Notification was created for the Reverse Pick as expected.
5 - Reverse Pick all the items on the Customer Order and confim.
6 - Reject the Customer Order and get the message "All items on the customer order have been picked and customer order cannot be rejected", however, all items were unpicked.
