Shipment Fleet Actions "Optimize Driver Assignments" & "Optimize Equipment Assignments" Are Not Working As Expected in OTM (Doc ID 2958191.1)

Customer has 2 Orders getting built into two Shipments-
1. 1st Shipment is from "PORT" to "CUSTOMER A"
2. 2nd Shipment is starting from "CUSTOMER A" to "CUSTOMER B"

They have only 1 Equipment and 1 Driver available in their system. Both the shipments are starting from a YARD. They have added "Check_Inventory" Special Service on both Source and Destination Stops on both the Shipments.

Here the Expectation is as:

The Driver could start the trip from the YARD, then go to "PORT" and then to "CUSTOMER A". After the completion of this first trip, the Driver's next trip could be started directly from the "CUSTOMER A" for moving to "CUSTOMER B" using the same Equipment.

But, OTM's Current Output is as:

1. During execution of action Optimize Driver Assignments :
For the 1st Shipment, OTM is adding the NFR stop of YARD to bring the Driver and Power Unit from the YARD and then going to "PORT" and then to "CUSTOMER A".
For the 2nd Shipment, OTM is adding NFR stop of "CUSTOMER A", then of "YARD" and then again going to "CUSTOMER A" and now to "CUSTOMER B".

2. During execution of action Optimize Equipment Assignments :
Only the 1st Shipment has Driver, Equipment Type and Equipment assigned.
While the 2nd Shipment has only Driver and Equipment Type and the Equipment does not get assigned as part of the Fleet Optimization Planning.
