Tnsping Fails with "TNS-03505: Failed To Resolve Name" when trying to resolve database name in LDAP (Doc ID 2958225.1)

Symptoms

New installation of FMW 12.2.1.4 trying to resolve the database name from the OID server. Configure ldap.ora and sqlnet.ora to lookup names using ldap fails.

The database name can be resolved using the tnsnames.ora, but not with the ldap.ora. The issue is present from both the tnsping command and from SqlPlus.

Tnsping fails with "TNS-03505: Failed to resolve name" error.

SqlPlus fails with "ORA-12154: TNS:could not resolve the connect identifier specified" error.
