Oracle Fusion Learning Cloud: Actions Button Not Available For Legacy Learning Record

Symptoms
When a user creates a legacy learning item for themselves, the "Actions" drop-down menu is unavailable. Due to this problem, the user is unable to use the "Print Certificate" option.
Steps to Reproduce:
Issue in Responsive User Interface (UI):
- Navigate to Me -> Learning -> View transcript
- Select Legacy learning item record that the learning specialist uploaded for themselves.
- Click on name -> "Actions" button not present.
Issue in Redwood Learning User Interface:
- Navigate to Me -> Learning -> All Completed Learning -> click on legacy learning item that the learning specialist uploaded for themselves.
- On the learning item's page, the "Actions" menu is missing.
