SQL Developer Cannot Connect To ADB With "IO Error Received fatal alert: decrypt_error..." If Windows OS Regional Format Is Thai (Doc ID 2958474.1)

Symptoms

Oracle SQL Developer cannot connect ADW if client Windows OS Regional Format is Thai. Following is the error:

An error was encountered performing the requested operation: IO Error: IO Error Received fatal alert: decrypt_error, connect lapse 118 ms., Authentication lapse 0 ms.Vendor code 17002

- If OS Windows Regional Format was changed to English (US), the connection is working properly.
- Same error both with instance wallet and regional wallet.
- SQL Developer version is the lasted.
- This issue does not happen on non-ADB databases (tested connecting to a DBCS database).
- There is no issue on SQL Developer Web in Database actions page in ATP console.
