Orders not being Split Via Replenishment if the Order Control is not Automatic (Doc ID 2958845.1)

Goal

Currently, automated truck splitting is supposed by replenishment only for items that are setup on automatic order control. However, order scaling on the other hand is automated through replenishment even for items set up on semi automatic order control. So items that are setup on semi automatic order control are scaling automatically, but not splitting.
