Unable to Download Dashboard page output in Financial Reporting Center


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Navigator-> Financial Reporting Center
2. Search for an OTBI dashboard and open it.
2. The dashboard shows but the export link on the top right side is not available
