User Unable to Add Inventory or Complete Activity and Shows "Delayed" Status (Doc ID 2958904.1)

Unexpected behavior when attempting to complete activities.

This issue is occurring for one user, even though the user has the same user type as other users.
When the user begins to work an activity, the user is unable to add inventory, or finalize the activity. The activity also shows "Delayed" status. The activity needs to be assigned to another user to be completed.

The user should be able to work and complete activities without needing to be assigned to other resources.

The issue can be reproduced at will with the following steps:
1. Login to mobile app
2. Click on activity, click on activity hint> select prework
3. Cannot add inventory, cannot finalize activity, status appears as delayed.

The issue has the following business impact:
Due to this issue, user cannot complete the activity to finalize the order.
