Error: "Length cannot be decreased because data already exists for this field" When Decreasing Field Length for Configured Field (Doc ID 2958921.1)

Symptoms

When attempting to edit the Field Length for a configured field,
the following error occurs.

Unable to Save Changes
Length cannot be decreased because data already exists for this field.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Log into OPC
  2. Open workspace
  3. Summary & Settings > Defaults & Options > Project > Configured Fields
  4. Edit the Field Length on an existing field to 500. Save.
  5. Change the Field Length back to the original value. Error.
