SIOCS: Initial Data Seed: All The Warehouse Item Records Were Not Loaded From MFCS To SIOCS (Doc ID 2958971.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Initial Data seeding of Warehouse Item records from MFCS filters out records that are in status C or I and only seeds in records in status A. This causes an issue when a Store to WH Transfer is created in SIOCS. The item is not available and cannot be added to the container.

EXPECTED BEHAVIOR
-----------------------
Expect SIOCS data seeding to load warehouse item records that are in status C and I.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Item Location records in status A, C and I in MFCS
2. Initial Data Seed batch run for Warehouse Item module

Notice only records with status A are imported.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot complete ST to WH transfers for items that are in status C or I in MFCS as they don't exist in SIOCS.
