Allocation Cancel Error in SIOCS: "Transfer does not exist for distro number xxxxx"

Symptoms
After canceling an Allocation, the Stock Order Delete Message is failing in SIOCS with error:
"Caused by: oracle.retail.sim.common.core.SimServerException: Transfer does not exist for distro number: XXXXXXX"
However, the Allocation exists in SIOCS and is visible on the SOCS screens
Steps to reproduce:
1. Create an Allocation for 1 item and 1 store.
2. Make sure it reaches SIOCS and is visible on SOCS screen (e.g.: Item Lookup - Deliveries).
3. Withdraw/Cancel the Allocation.
4. Notice the error message in MPS_STAGED_MESSAGES.
