getFailedMessages REST API Fails with "Error during transaction commit" for returnOrder Webhook Type (Doc ID 2960485.1)

Symptoms

Service Operations tab in Admin Console returns the following error when trying to access only the returnOrder failed webhook messages or when accessing the failed webhook messages from a specific period (e.g: Last 7 days, Last 30 days etc) and these also include returnOrder failed webhook messages.
