OCI Secure Desktops: Create Network Security Group Not Authorized During Desktop Pool Creation (Doc ID 2960507.1)

Symptoms

Customer reports seeing an error during creation of a desktop pool, when listing Desktop Pool errors from Secure Desktops > Desktop Pools > Desktop Pool Details > Error Messages:

        Create network security group Authorization failed or requested resource not found.

They report that in the past they had used the same ORM terraform stack to create all the environment, before successfully launching the pool but now it is not working.

Data captured, when raising an SR from OCI One Console, shows the following:
