ACTUAL BEHAVIOR

After making changes to a Contract and submitting the contract, an error occurs.

The bill-to customer account on the bill plan is invalid
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Contract.
2. Save Changes.
3. Submit the contract.
4. See error occur.
