Bill To Site field is not populating or no value

We are encountering an issue where the Bill To Site field is not populating or no value when updating an service request then removing the bill to site and account, then adding the same account.

Environment: xxxxxxxxxx

Steps to replicate:
1. Open an existing service request. example: 0000017031
2. Remove bill to site. example: ***_4570938
3. Remove the acount. example: *** OUTDOORS INC
4. Add the same account. example: *** OUTDOORS INC
5. Issue encountered. The bill to site did not auto populate. The bill to site has no value.
