Symptoms

ACTUAL BEHAVIOR
---------------
When a user requests a position change using the "Request a position change" action, and the change goes through, the incumbents salary is not updated to match the corresponding FTE.

For example, position 1234 is updated from having an FTE value of 1 to 0.5.
The incumbent on this position 1234 salary does not change as part of the position sync process after the change is made to the position FTE.


EXPECTED BEHAVIOR

The incumbents salary should get updated to match the corresponding FTE when a user requests a position change using the "Request a position change" action, and the change goes through.

We are looking for the salary change to occur automatically as salary amounts are not being adjusted as a result of this lack of functionality.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. User requests a position change using the 'request a position change' action.
2. The change goes through.
3. Observe that the incumbents salary is not updated to match the corresponding FTE.
