Symptoms
Problem:
When attempting to request a background check the following error occurs:

Steps:
- Initiate a background check on a candidate job application
- An error is displayed: #{adfBundle['oracle.apps.hcm.recruiting.resource.HcmRecruitingTopGenBundle']['OText.Unabletoinitiatebackgroundcheck']}
