Symptoms

PPM Cost Adjustment: Recalculate Raw Cost Stuck in Pending.

The issue can be reproduced at will with the following steps:
1. Navigate to Project->Cost->Manage Project Costs
2. Search Project
3. Click on the Transaction Number
4. Click Action->Costing->Recalculate Raw Cost Amount
5. Infom details and submit
6. Click on Adjustment History
7. Adjustment Status Pending
