System is Allowing Over Releasing for PO Via Integration Though Order Configuration is Not Set For Over Releasing (Doc ID 2961519.1)

Symptoms

System is allowing over releasing of PO if the release instruction is created via INTEGRATION though the order configuration is not set to 'Allow Over Releasing'.

Ex: Requested quantity in PO line is 5. Release quantity in the payload is 100. System is creating release instruction and OR with 100 quantity.
