ACTUAL BEHAVIOR

When running FPS report, the output file does not display NI number
EXPECTED BEHAVIOR

NI should be displayed in the report
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. NI number was added for this user long back in the system.
2. Run payroll and prepayment process for this person
3. Go to My client groups-> Submit a flow-> Select GB LDG-> Search and select flow: Run full payment submission for Tax Year
