PRC:PO: Cannot Always Edit the Expenditure Date on a Requisition That Has an Associated PO (Doc ID 2961914.1)

Symptoms

Users are not able to edit the Expenditure Date on a Requisition that has an associated Purchase Order (PO), and linked to a Project.  But sometimes the Expenditure Date is editable.
Also, the Buyer on the PO can update the Expenditure Date on some PO line items and but can't update it on other lines.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. PO 123
a. Procurement > Purchase Orders
b. Search for PO > Edit, which creates a change order
c. Project details > Expenditure Item Date field is not editable

2. Requisition 456
a. Entered by person creates a change on the Requisition via edit order
b. Billing > Expenditure Item Date column/field is not editable

3. PO 789
a. Follow steps in # 2 above
b. Edit Distribution > Project Details
c. Expenditure Item Date field is editable and required
