FBDI Fails with Application-defined or object-defined error (Doc ID 2962218.1)

Symptoms

User is receiving error when attempting to use the FBDI smartsheet to import the item data into PDH.
After creating import map and downloading the smartsheet, user is filling the data and trying to upload into PDH.

ERROR

An error occurred due to a temporary application resource issue.
Try Again.
