Mass Update in OTM Enhanced Workbench is Not Triggering Agent With Restriction as USER

Symptoms
Enhanced Workbench (EWB) is a platform in OTM / GTM where user can see/work on more than one linked objects. There is an observation that once user is applying Mass Update on EWB, this activity is NOT triggering Agent that has the restriction of USER.
Example:
There is a EWB for Order Release.
Also, there is an Agent with Event as ORDER - MODIFIED and Restriction as USER.
If someone executed Mass Update on one or more Release records through this Workbench - then the Agent is not getting triggered.
