Symptoms

 When attempting to use DBMS_CLOUD_NOTIFICATION.SEND_MESSAGE in the RDS APEX, an “insufficient privilege” response is received.  Attempting use of UTL_SMTP also returns a response that network access is denied by access control list (ACL) on the SMTP Host.
