Talent Review Meeting Filter: Competency and Proficiency is not working

Facing issue with Talent Review Meeting Filter, Competency and Proficiency filter is not working.



EXPECTED BEHAVIOR
-----------------------
The competency filter should help display the employees based on the competency value selected.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. My Client Group > Talent Review
2. Filter based on Competency Name and Proficiency
3. All the employees are removed (filtered out) even thiugh some have same competency with proficiency attached

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot use the functionality of filter based on competency.
