GTM Trade Transaction Action "Propagate Changes To Declaration" Not Adding New Line From TT To Declaration

Symptoms
GTM has a standard action Propagate Changes to Declarations to sync the changes on Trade Transactions (TT) into corresponding Declaration.
In some cases, user has some unexpected observation on this TT action i.e. NOT cascading the changes on TT into corresponding Declaration.
Based on business need, sometime user needs to modify details on TT- it can be either deletion or addition of Lines.
Once they are executing the action "Propagate Changes to Declarations" to sync the changes from TT to Declaration; for Line Deletion case, the flow is working good, but for Line Addition case, this action NOT adding the changes into Declaration from TT.
For example:
Scenario # 1 : Line Deletion
i) If user deletes a line on OR and perform Propagate Changes To Trade Transaction action. Now the TT has 3 lines.
ii) User performs Propagate Changes to Declaration action on TT. Now their declaration also has 3 lines.
iii) This is working as expected.
Scenario # 2 : Line Addition
i) If user adds a new line on OR and perform Propagate Changes To Trade Transaction action. Now the TT has 4 lines. (3 old line and one new line)
ii) User performs Propagate Changes to Declaration action on TT. Now the declaration has only the 3 lines. (only 3 old lines)
iii) this is NOT working as expected.
