On : 11.13.23.01.0 version, Global Payroll

When attempting to add a non-worker employee as Unpaid type and submit the process the following error occurs

ERROR

The payroll relationship or the assignment identifier 12345678910 is invalid for the element Annual Salary IN.

PAY-1635919

Details: Check if the person has a payroll relationship record. You would also get this message if you're trying to create an assignment level entry, but have provided a payroll relationship ID or vice versa.
In such a case, check if the identifier 12345678910 corresponds with the element type.

Exception Class Name: oracle.jbo.JboException
Severity: SEVERITY_ERROR

The issue can be reproduced at will with the following steps:
1. My Client Group - Add a Nonworker
2. Complete details (Nonworker Type: Intern Unpaid)
3. Submit
4. Encounter error message.
