Symptoms

ACTUAL BEHAVIOR
---------------
Pension Automatic Enrollment Multiple Updates (PAE) process is defaulting the "Opt Out Refund Due" field to "Yes" for new starter and opt-out employees.

EXPECTED BEHAVIOR
-----------------------
The field should be defaulted as No.

STEPS TO REPRODUCE
-----------------------
The issue can be reproduced at will with the following steps:
1. My Client Groups - Calculation Card - Add PAE card.
2.Run PAE process - See the flag is set to Y for Opt Out Refund field.
