Copy of Ground Service Screen Set has No Actions Available (Doc ID 2963684.1)

Symptoms

I am attempting to add a new label to the action "Copy Ground Service" when creating a copy of the Ground Service screen set. When I add a custom label using the"Action by ID" radio button no actions are
available to associate with this label.

1) Edit a copy of the Ground Service screen set from the screen set manager using the navigation: Configuration and Administration > User Configuration > Screen Set Manager
2) Go to the actions tab
3) Click on the folder to the left of Top and then the + sign to add a new action
4) Click the radio button "Action By ID"
5) See under Actions: There are no available actions to add
