OAC Connecting To Old Cloud DB After Externalized Connections Were Changed to New Database (Doc ID 2963851.1)

Symptoms

New data is not showing in OAC after Database Migration.  The RPD Connection Pools are setup to use Externalized Connections.

The issue does not show in all environments.

In lower environments, after the Database migration, in the OAC console, the old Connections were deleted and new ones were created using the same connection name but different host, etc.
