ACTUAL BEHAVIOR

When trying to select a Usage Specification in Product Specification, the Usage Specification LOV doesn't have value for Initiative
EXPECTED BEHAVIOR

Expect to be able to select the Usage Specification
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Usage Specification for an Initiative using REST API
2. Create a Product Specification
3. Enter the Initiative used in Step 1 and try to select a Usage Specification
