GTM Declaration Action "CONVERT SHIPMENT UOMS" is failing

If the Conversion factor for Item is not on the UOMMAP table, the agent is failing totally and not processing the next steps, but in non upgraded instances , for the same set up,
the agent is processing the next steps and completing all the actions even if the conversion factor is not present.

Exception

Unable to convert Uom1 to Uom2
Conversion factor not found for Item on the UOMMAP table to convert from UOM Code1 to UOM Code2

STEPS

The issue can be reproduced at will with the following steps:
1. Go to Declaration > Action > Utilities > Convert UOMs
