STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a PO and receive from a European Supplier VAT Region for a location in a different EU VAT Region
2. Receive PO
3. Create an invoice for the PO Receipt
4. Match and post the invoice
5. Noticed no TAXRVC posted.
