Symptoms
When a transaction for "Area Of Responsibility" is submitted for an employee, the transactions are errored out with msg " Rule have null value". The Rule is working fine when configure rule is (1==1) but when we mention the business unit condition the transactions are erroring out.
ERROR

Text : An attribute in the XXXXXXXXXXXX rule has a null value.
Action : Ensure that a value is entered for the mandatory attribute used in the rule configuration or add a not null condition for this attribute.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Raise a transaction for AOR
2. Choose the rule other than 1=1 and have a business unit clause in the rule.
3. The transaction fails with above error.
