ACTUAL BEHAVIOR

User is unable to search for users under the Manage Users or Person Management navigations.
EXPECTED BEHAVIOR

User should be able to search for users.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to either Manage Users or Person Management
2. No results appear when searching
